Armand Primeau was born at Valleyfield, Quebec, on 23 April 1921 and worked as a mechanic before military service. He enrolled under the National Resources Mobilization Act in November 1942 and trained at Sorel. His Canadian service included the Régiment de Québec and Royal Canadian Engineers units; he qualified as a driver mechanic and later served with the Royal Canadian Army Service Corps. He married Léona Lalonde at Valleyfield on 12 May 1945 and was discharged at Montreal South on 20 December 1946.
