Arthur Joseph Marcil was born at Beauharnois, Quebec, on 2 May 1897. A single Roman Catholic reed worker, he underwent his Military Service Act medical examination at Toronto on 12 September 1918 and was called up at Niagara-on-the-Lake on 28 September 1918 as Private 3112422. He served in Canada with the 1st Depot Battalion, 2nd Quebec Regiment and was discharged at Quebec on 10 December 1918 during demobilization.

At enlistment Marcil was a single Roman Catholic reed worker living at 48 Pembroke Street, Toronto, Ontario. His father Andrew Marcil of Vars, Ontario was next of kin. He reported no Active Militia or previous military or naval service. The enlistment medical records give height 5 ft 6.5 in, weight 110 lb, and chest 30 in minimum to 33 in maximum, a 3 in expansion. He had a fair complexion, blue eyes and fair hair. A later leaving-service examination recorded weight 115 lb and noted a systolic murmur at the mitral apex, while judging his general condition good; the later weight is not used for the enlistment weight field.
