William James Leslie Mills was born at Ormstown, Quebec, on 11 November 1895. A carpenter living at 189 Wilson Avenue in Notre-Dame-de-Grâce, Montreal, he was drafted under the Military Service Act and entered service at Montreal on 25 July 1918. He served in Canada as a Sapper with the Canadian Engineers. During his service he received hospital treatment for phimosis at St. Johns, Quebec. He was discharged at St. Johns on 28 November 1918 on demobilization.
