Allan Cameron MacDougall was born at Ormstown, Quebec, on 7 November 1895. A single Presbyterian farmer, he was drafted under the Military Service Act, 1917, and entered service at Montreal on 17 July 1918 as Private 3087668 with the 1st Depot Battalion, 1st Quebec Regiment. He was transferred to the Canadian Engineers at St. Johns, Quebec, and later records identify him with the Engineer Training Depot and give his rank as Sapper. He served in Canada and was discharged on demobilization at St. Johns on 16 January 1919.

He reported no previous military or naval service. The medical examination of 17 July 1918 records him as 5 ft 7 in tall, 128 lb, with a chest measurement of 32 in minimum and 34 in maximum, giving 2 in expansion. He had a medium complexion, hazel eyes and black hair and was placed in Category A.
